All depends on COST...
If money was no issue, I would go to IMS in Wan Chai and ISF for later in Pokfulam. No question, I think these schools are great, but that is just my opinion and I don't have any kids there now.
If location were no issue, I would choose KCS, but it is too far for us to commute although the price is great.
For a pre-school, if convenient, I hear Tutor Time in RedHill is good.
So we had to decide based on price and location:
We eventually chose Victoria, (but have not started yet) - mostly because of the cost and location.
Our back up was Kinder-U/RightMind in Pokfulam - because of cost and location (otherwise not really on our list at all, but we thought it best to have a back up we can afford in case we don't get into Victoria)

TT2 -When I last looked at this Harbour School was not yet started, I would look at them too now. I really like their philisophy, but want to see if they are really billingual or not.
I am no expert, I just researched this and called the schools.
I am not familiar with any kindergartens in Sheung Wan, sorry.
