Try Agora Garden. It's in Xinyi district. Good for the NEW Taipei - Taipei 101 is 10mns walk.

I am not familiar with serviced apartment on Anho road. However, I found the experts on trip advisors very knowledgeable and helpful. You could google "trip advisor" for Taipei forum.
