Toddler scaling balcony wall.

I don't have this situation, but if I did I'd put a lock on that door NOW! You can put a latch on the very top of the door that he cannot reach or if that doesn't work get a lock that requires a key and keep the key in a safe place. Good luck!

We don't allow our toddler on the balcony alone, but there is always the risk he could get out there.

Safety options:

A net that covers the balcony - these are especially made but I don't know where to get them in HK

plexiglass inside the balcony so he can't get a grip and climb up at all - extended as high as necessary

enclosing the balcony

bars on the balcony

etc...

my son will also climb anything and i live in fear of him pushing furniture up to the balcony wall to climb over it. he has also figured out how to unlock and open the door - he is only 21 months and like you, climbed out of his cot at a very early age.

i have just ask a friend to get me an alarm which is triggered off every time the balcony door is opened so that we will know as soon as he tries to get out there. - that could be another option for you.

we have already locked the windows in his room and any other window he can access.

you can't be too careful in these cases!

most of the windows in the house are shut so that he can roam free. it means a stuffy house but safer!

the office is now out of bounds because he can climb up the chair which is next to the window.

in his room, the only furniture is his cot, there is nothing he can move to climb over the windows. he might get creative with the pillows we have in his room that used to pad the walls when he started crawling but that would go soon too.

we also have a safety gate for the kitchen, his room and the living room.

As crj mentioned, I put plexiglass around my balcony, about 160 cm high. Mine is not climbing and I'm not leaving him out alone but this makes me feel even more safe and prevents him from throwing down things. I got them from a shop on Lockhard Road.
