It depends where you're going to be calling the most. I have family and friends in the UK and Australia so I subscribe to PCCW 0060 as they maintain good rates to those countries. As an example, the latest invoice shows that I spent 508 hours and one minute nattering on the phone to the UK and the total cost for all that time was HK137.69 (plus monthly $110 residential line rental charge). I reckon that's pretty cheap.
As onemorething says above, if you do a search you should see more info previously posted re landline and mobile rates.

paying $137 for 500+ hrs is cheap, but if usage is on regular monthly basis, then 0088 is even cheaper with flat rate HK$48 per month - unlimited call time !

Thanks so much everyone. Agree that 0088 is probably the cheapest but they won't register the flat rate for a pccw landline... may go 0060..
