My son has to do a project and needs to know what an Order is (as in Acts in Parliament) and how it is created. I haven't a clue, so I hope someone can help. It's to do with the Animal Welfare Act, UK. Thanks.

An Act of Parliament may authorize the Ministry to formulate Regulations. A Regulation of the Ministry authorize a Division to make Orders. However, Regulations and Orders made must be within the parameters set by the legislation above. For example, the Parliament may pass an Act to ban smoking in public and authorize the Ministry to define public places. The Ministry may formulate a regulation saying all restaurants are public places except private clubs. The Ministry further delegates a Division to define what constitute a private club. The Division announces an Order setting the conditions for a club to be a private club.
