No, dependent visa is only for spouses and children under 18.

Marriage is the normal criteria for dependent visa. I have heard from others, but never seen, that visa's have been approved but only when there are concrete plans for a wedding. One of the problems is that this would not apply for an FDH. You would have to get married first and she would have to leave HK and re-enter on her dependent visa.

I'm just going by a friend who was married in July to a former FDH. She tried to change her status at immigration (which I have seen done before for other dependents - PR and Work visa) but as she was in HK as an FDH they told her they could not and she would have to leave. But don't see it as a problem to go to SZ or Macau for a day anyway!
