I have a 1 year old baby who only drinks soy milk. I am trying to get her drink water but she will refuse once she knows it is water. No success even with flavored water like fruit juice!
Is there a tested method I can use?? By the way, she’s allergic to cow’s milk.

She's just one so give her some time.
She'll eventually discover the delicious taste of bath water and can't get enough of it like my son! :)
Jokes aside, it's all about practice, practice, practice. Give her a sippy cup with some water and offer it to her constantly, let her get used to the cup. You'll crack the problem eventually, hang in there.

Try using fun cups. There are loads of different kinds. Borrow them from friends. Try in the bathtub so messes will be minimized. Try cutting back on her soya milk a wee bit.

whenever iàm holding baby in my arms and drinking water from a glass, the baby wants some too. so i always give him a few sips. he also likes to play with his sippy cup and drinks water from his cup as well....

I wouldn't go down the track of sweetening the water with juice, that will just mean you have the same problem getting her off juice then onto water. I always just left a sipper cup on the table, so my daughter to have access whenever she was thirsty. I only gave her milk when it was breakfast, lunch and dinner. It will happen, as everyone always says, we need a little patience! Easier said than done though:)

Try making just a frozen water popsicle or try offering water at different temperatures, maybe your baby prefers cold, maybe warm water. Try different cups with either a spout or straw. If all else fails, sometimes they will accept water in a bottle to start, then wean back to a cup.
