Hi...went to cebu a month back with my 3 yr old and 5 mth old girls....the Shangrila had their main pool shut coz of renovation so you should check that before going....as far as activites outside the hotel is concerend theres none in cebu...cebu town is 30 40 mins away and there are two malls there but nothing besides those...
Personally i think bali should give you more options to do things..
