You can find a list of all charitable institutions recognised by the IRD at

http://www.ird.gov.hk/eng/pdf/e_s88list_emb.pdf

They do fairly regular checks to make sure that the groups are legit.

I doubt anyone will tell you how much of the money they collect actually goes directly to the people who need it.

Charities in HK are not highly regulated at all.

There was an article in the SCMP a few weeks ago suggesting that more checks should be carried out by the government on local charities.
