worldwide income tax for American citizens?

I have heard that if you do not reside in the US and spend less than 10 days in the country, you do not have to pay US income tax, is this true? Or have the laws changed in the recent years?

Thanks so much for the replies. So does this mean that if I make $150,000 I am going to be taxed on the 70,000 in the US? not on the entire $150,000?
