I remember that Cafe Deco at the Peak was packed with children on Christmas Day 2000 and, with it being our first experience of Christmas in Hong Kong, it was a nice surprise to see that the cost of the food wasn't necessarily hiked up in restaurants just because it was Christmas, unlike the UK. When I last went to Cafe Deco this summer it was again overrun with kids and was more like a noisy school playground than a restaurant so, although I don't recall it doing buffets, it certainly wasn't expensive and might be worth considering. It has children's menus.
(I guess you can tell from the above that I'm child-free..!)
