shoes in pedder building? URGENT!

Have you tried the Admiralty Centre - lots of shoe shops there that could make you a pair. My friend had some lovely boots made recently in one of them.

I don't think the OP has time to have a pair made. Only place I can remember seeing tiny shoe sizes, i.e. British sizes 2 and 3, is at the Lane Crawford sales, both in the outlet at Ap Lei Chai and in Pacific Place.

The Pedder building has a shop that does Japanese made shoes that might be suitable....

There are a few local shoes shops along the Wongneichung Road, Happy Valley (opposite to CCC and HK Football Club which offer small sizes).
