You might try a local travel agent. Look at Philippines Air. For a website, use Asia.com (you can use this to find a flight, though you couldn't use it to fund a flight since it requires USA origination). Just about any Asian airline (China Southern, for example) will give you a good China to LA or San Francisco price, particularly in Winter. AirCanada.com always has good prices from PVG (Shanghai) to Vancouver, then in Vancouver you can get a flight to LA. For China to Europe, try the European airlines, Austrian Air, for example, or UK flights.
