You can try Shanghai Street, between Yau Ma Tei & Mong Kok. It's where all the kitchen and catering stuff is. Not sure if you want more upmarket, but it's always worth a look.

Looking at one of Spotlight's latest flyers, it has 20% off plastic 'glasses'. Cocktail, wine and champagne flutes are $17.50 for 8, large tumblers and shots $13.50 for 8. Actually looking at it, it seems it's 20% off most party stuff.
