I have a few hundred dollars of shopping vouchers from a large Japanese style department store here in HK. The 3 year validity period ran out 9 days ago. Yes, I was silly to forget about the vouchers, but tried with the customer services manager today to see if he had any discretion. He said no as "many other people" had tried to use their out of date vouchers. I feel this is a little harsh. My old employer probably paid for many vouchers perhaps with a discount and this store is profiteering from people's forgetfullness and not exactly encouraging long term customer relations.
Is there anything else I could do to get back my forgotten dollars? Consumer council?

To be honest with you. Forget about it.
You had 3 years to use them which is plenty of time. I don't think any Conusmer Coucil or anyone else would help you. The voucher is only valid for a certain period of time and after that expires. Simple. Its like asking for a refund when you forget to go to a concert or ask for another ticket or a different show in exchange for your worthless ticket.
Even from an accounting point of view within the department store, they only budgeted these vouchers for a certain time, so that even makes it impossible for a nice and generous staff to help you.
Sorry but I don't think there is a lot you can do.

I would agree with other posters you don't have much chance especially when dealing with a major department store. I disagree that it's because the store is Japanese owned and or run I think most companies wouldn't honour out of date vouchers Japanese or otherwise.

This is what the industry calls breakage. It is expected that a certain number of vouchers are never cashed in. Your out of luck on this one.
