Note that the following is speculation:
Since land is rather expensive due to all those hills, it's not advantageous to invest in building tracks. Besides, motorsport is very expensive even disregarding track costs. Rich country sport if you will. In most countries with HKs rich/poor pattern you'll find only some expensive sports, like horse racing, which can recoup their expenses through gambling. Motor racing is not high on the list since there is no grassroots racing scene to support it.
