I don't know of any Justice of the Peace here in HKG, but you can get documents certified at the Australian Consulate. They used to charge about $200 a piece.

Check with the company/person requiring the 'certification'. In many places, anyone can certify a copy of a document simply by writing or typing "I certify this to be a true copy of the original" and then signing it. Lots of companies have stamps for this.

Notarizing is different. Usually this requires some sort of authorization from the local government and is done by a lawyer, notary public, justice of the peace, bank officer, etc.

There are offices in the HK government where you can go to make declarations (i.e. you write out a statement and then swear before the officer that the statement is true). I have no idea what the offices are called, and with the new government website I cannot find them! There is an office located next to the Kwun Tong Post Office.

I found the website for Statutory Declarations: http://www.had.gov.hk/en/public_services/public_enquiry_services/faq.htm#5
