Is it legal in HK?

not legal...I've seen them too. I think it's just a sticker on the end of the plate.

Not just an ordinary sticker you would conventionally stick on.
What I did (and I'm sure the majority of others too I imagine) is when going to Europe to get plates with the EU flag made there and then.
They are illegal in HK, however, and will fail the annual vehicle inspection test if your car is required to be subject to one. A bit of creative thinking will solve that problem so dont let that hold you back.
As for whether you can find this kind of plate in HK, the best place to try/ask is the car plate shop next to or very near Delaney's in Wan Chai, just opposite Subway sandwiches.
