Evidence of English Language Proficiency

I am applying for an Australian immigrant visa and one of the requirements is the evidence of English language proficiency. I don't necessarily have to take IELTS as i am only a dependent of the principal applicant (my husband). I was told that a certification can be obtained from a lawyer, for a fee of course. How do I go about this and which office can I approach? How much? Many thanks for your advice.
