Throughout Asia, I often see a welt on a woman's upper arm. What is that from?

It's from an immunisation shot...I don't remember exactly what for. Perhaps others have more info for you.

If you mean the half circle scar on the upper arm then I believe that it is from a TB injection

Starbucks2 is pretty much correct. It most likely is a scar from tuberculosis (BCG) or small pox vaccination.
People sure have a vivid imagination around here – abuse, Chinese massage…

Fire cupping is usually done on the back and results in dark purple "bruises" all up and down the back, but not usually on the arms.
Sad, I'm pretty sure you mean the TB scar...a lot of women in Asia have it. My mum has quite a large one on one of her upper arms, but I've seen worse ones than hers. They can range from a little mark, almost like a chicken pox scar to ones that are a couple of inches long and protrude from the skin. They can also be different colours, from flesh tones to very dark and brownish. I think unless the person displays other injuries or signs of being abused, it's probably just a TB scar.

Sad, I am Russian - I have one of those - TB jab that you used to get (not anymore) where you were 1 or 2 or something. Nothing to worry about - not just asia thing either.

a bit off topic but I had Japanese friend in Australia who's baby had several mongolian blue spots on his back. When she took her baby swimming she would be cast terrible glances from other parents.

It's still recommended to get the TB shot for kids in HK. And it can leave a little scar. Used to be worse I guess.

It's normally for the smallpox vaccinations that they used to give out years ago. I have one as do both my parents so not just an Asian thing. TB vaccinations used to be given in the lower arm from memory, although of course could be different here.

Many Mongolian and Korean babies have birth marks on their backsides when very young- these generally go away after a few months/years

I have a smallpox scar on my upper arm but it's quite small. Some people (and it seems to be more prevalent in people with darker skin) are prone to keloid scarring, where fairly minor injuries end up with big raised scars. This may be what you are seeing.
