The Hong Kong Cameron Pipes & Drums is an organisation and band that has a strong interest in bagpipes, and they teach as well.

Alison, I have sent you a PM with the details of a piper here in HK who teaches, is a member of one of the pipe bands here and regularly plays for special event in Asia.

There are several expats in the Hongkong Pipe Band who teach the bagpipes and they are previously competition bagpipers.
