I am from the USA traveling to GZ with my children 5 and 1 yr old. Do you reccomend car seats in taxis and what are the laws?

Law is not the issue, safety is.
Very few taxis will have seatbelts...
Your 5 year old, not much you can do.
Your 1 year old, if they are small and still fit into a 'capsule' type seat, you can put that facing backwards on the back seat behind the driver. Alternatively, you can wear the baby in an ergo/babybjorn/sling.
There is a huge thread on how to carry babies in cars without car seats.... and there is NO solution as far as I know. I live in Beijing and have a 2 year old and a 10 month old, so this is a huge issue for me too.

I found that taxis became better regulated about 3 years ago in GZ...all sorts of new ones that DO have seatbelts. It's still really awkward. I saw very few carseats in GZ except those owned by expats. I used to see folks driving with their kids on their LAP! Yikes!
You might wish to organize someone to drive you around. Then you can bring your carseats or perhaps they can provide them for you! Send me an email and I'll put you in touch with a mother over there who also has a business helping people with their export business. She's amazing and used to come to my LLL meetings. ian_mcall(a)mac.com
