Not sure if you'll get an actual costume that small but you can find dressing up stuff in Central (try the Lanes, the stalls on Pottinger Street, Toys Club or Bumps to Babes). Also Toys R Us in Causeway Bay.

u can also try the wanchai street market..they always have these costumes.
