It all depends on what you want to do. If all you want is email, surfing, messaging and some simple word processing, say, it might work.
Note, however that it's very stripped down and built with an emphasis on low cost instead of functionality. The big danger is that you end up wanting to do something and not being able to. Despite their many flaws, full function PCs are extremely versatile and can run all sorts of stuff never dreamed of by their designers.
The eee PC is neat cool idea but for it's size it does quite little. If I wanted a device with that kind of feature set, I would probably get some sort of large smartphone instead. More or less the same features in a much smaller package. But that's just me. You may find the eee PC fantastic. It's hard to know without being you. ;)
If you want a cheap laptop, an option head over to the second hand laptop stores in the Wan Chai Computer Centre (top floor). You'll pay more but you'll get much more functionality.

It always struck me as a likely mistake to buy the absolute minimum, unless you absolutely have no money, and don't anticipate getting sufficient funds soon. If money was an issue, I would go with a desktop, because you can always upgrade that. Upgrading is hard to do with a laptop!
I have seen some positive reviews of the EEE. Do a bit of google searching and see what those folks that have one (or have had access to one to do a review) and read as much as you can. And then go find one and see if you can live with the smaller screen and other limitations built into the machine.
