Is it possible for someone with relatively above-average English communication skills to develop a native-level English proficiency? How? Any trainings or courses that will help me speak English faster, with perfect grammar, of course? Any tips?

Agreed with ppatio. It is quite possible. English is not my native language but Americans and Brits typically think that it is. However it won't happen by itself. My wife is perfectly fluent but she has a clear accent.
Practice is key. Read a lot to practice grammar and expand vocabulary. Watch TV, movies. Speak speak speak.
I once heard Charlize Theron say that she corrected her thick South African (Afrikaans) accent by "over-pronouncing". That is, over-emphasize pronunciation by imitating a British or American accent (take your pick) almost to a parody level and speak slowly and clearly. That way you will pick up on the differences.

Native English is overrated unless you want to teach but in Hong Kong there are many well educated locals who speak an English that's more classy than that of many native English teachers. But I personally love accents and wouldn't know what to do without them!
