Maybe if this bank has a branch in HK it's worth a shot of taking this question to a judge. I believe the bank has an obligation to make sure that each person will not forget its card. For example, I used ATMs in quite a few countries and in all of them the first thing you get is your card with sound beeping and only after the card is collected then the money comes out. It's a "general practice" question.
