I was just wondering the same thing. It seems most places require some kind of certification. Look up "Kayak and Hike" in Sai Kung. The LCSD also has watersports centres (you can find details online). Anyone know where you can hire no strings attached?

You can hire them at the far end of Sai Kung, by memory it si 60-70$ per hour for single or double kayaks. No certificate required.

Stanley has a boathouse with kayaks but I have no idea what is required to hire from there. A friend has done so before but I have no idea if he had a certificate or needed one. I keep meaning to go find out when I'm there.
