There are no dumb questions. And yes you can. The cost for calling HK with SkypeOut is the same wherever you are in the world though. No discounts for actually being in HK. ;)

As Ed said. Calling to phones is called "SkypeOut", and while cheap to many places, it is not free. Check the Skype website for more info.

Skype is definitely cheaper on average to call other countries. However, if you live in Hong Kong chances are you can phone friends cheaper due to the deals you get with local operators here.
Calling Europe (especially Luxembourg and Belgium) and America is definitely cheaper for me than using PCCW, although you can get calling cards to places like the Philippines that seem to work out cheaper than through Skype.

We actually have no landline. We use our cellphones within HK and never run out of minutes. However we do have plenty of friends and family in Europe and the US. So the USD 0.021/minute SkypeOut rates are quite nice. We have a SKypeIn number in Sweden and one in the US. For USD 90/year total we get unlimited incoming calls and our friends/family call at local rates.
