Does anyone know if the IB programs are preferred by universities? What else do universities want?

It depends on the uni. A lot of good universities acknowledge that IB exists and have an additional entry requirement in IB score beyond their "local" requirement. That's how I got into uni way back in 1988.
Many top universities, at least in the US, also look further than just the test scores. They want application letters and do a more formalized interview process. So having a good test score is not the whole answer.
I would say you need to check with the universities as you will probably find that entry requirements vary widely. Many have specific language skill requirements and will check those if the prospective student is coming from abroad. If you have your heart dead set on one or three make sure you tailor the schooling to those.
In my opinion (and being a product of it myself), IB is a decent program with centralized and normalized scoring that universities can count on being reasonably unbiased. Having said that, if a student works hard and is given a good environment for learning that student will do well in life regardless of the exact education system or any university entry hiccups.
