Many places actually go the other way. They'll give you a discount if you use cash or EPS.
But yes I agree it is a bit annoying.

That's funny.... my travel agent always charges us an extra 3% for using a credit card. I pay by cash as a result.

You sure it's illegal??? I think many places charge that so to transfer the commission to the customer. It's travel agencies, our dentist and many others excluding restaurants and shops.

When we buy stuff most shops give the 10% off for using HSBC credit card.

OH! tsuiwah, I wish I knew how to read it. I will get some friends or relatives to translate it for me. I tried with babel but the translation is wierd. Will give axptguy's link and see first.

OK. I asked and this is the translation I got in short:
It's not illegal to charge that extra because it's not in the regulated by law. It is however a breach of contract between the banks and the businesses.
If you wish to complain it has to be done to the bank and consumer council. The most that can happen is that the bank will not allow that business using/providing any service of EPS/credit card any more.
Basically they transfer the commission to you and that is a breach of the agreement between the bank and the business.
A good solution might be to print the article(in chinese) and show it to the saleperson when he/she informs you of the extra charge and ask him "what does it say?"
