delayed or lost luggage

I just arrived in Shanghai (5.27.2008), only to discover at the airport that my luggage didn't make it on the flight. Now I've been waiting two days and the employees at the baggage office say they don't know exactly where the luggage is and that "maybe" it will get here two days from now.


Because of this I've incurred extra expenses and lost out on opportunities, does anyone know if it is advisable to take legal action against the airlines involved? I feel my time here in Shanghai has been seriously compromised because of this delay. Any advice?

Well, I got a bank card which allowed me to withdraw 35 pounds from the atm. Nice, but in no way compensates for my troubles.

Thank you for the reply. Yes, I thought the bar-coded label could also help in locating my luggage, but the best answer they're willing to give is that "maybe" its still in London. Even more frustrating, the lost baggage office at Pudong airport can only telex London for information, which they do once a day and then wait for an answer that never comes! The entire system is much less efficient then one would think in this day and age.
