Only the people that are owed money can apply to bankrupt someone. Doesn't the court have the ability to garnish his wages? Does he make a wage?

Don't however assume this would, if successful, solve the situation. Bankruptcy can only be petitioned against an individual and his own assets. If his family "own" most of those assets they are untouchable.

That would ultimately be your best bet. A letter to a newspaper would work wonders. Or a letter to an industry association. Or the THREAT of such a letter.
If his family's got that much money then it's pretty low not to pay child support. That said I really don't know the situation.

Chinese-language newspapers are v hungry for this kind of scandal and they don't seem to be tied down by ethics (lots of racist comments), they might be your best bet if you decide to go for that.
Then again, be careful what you do, as it could backfire. I assume you get your information first hand from your friend, but make sure you cannot be accused of diffamation.
Also, if your friend's children are girls, they will generally be viewed as less worthy of interest to this man's family (and therefore of maintenance) AND in the eyes of some of the public, you may not get all the public's support you'd expect.
I hope you find a solution, this is really an appalling attitude, regardless of the guy's wealth!
