I have never been and taking my mother in October. I am looking for a nice hotel, on the beach with pool and balcony, in a central location. Does it exist?

It does. Check out Two Seasons http://www.twoseasonsboracay.com/ . Have not exactly stayed in this hotel but heard good reviews. I personally don't bother about having a pool when I'm in Boracay as the beach is the main attraction, so to speak.

Fridays is nice (rustic feel) but it's old. However, Fridays and Two Seasons are in the best beach areas of Boracay. Other choices along this area : Willy's, Pearl of the Pacific.

Yes, travelling with kids should be OK. I don't have kids but I have seen a few families with kids having a great time there. Note that Boracay is an island and the way to get there, depending on which hotel you're booked, is through a small boat so I suggest that you plan to arrive there morning or early afternoon. Also CNY is peak season for Boracay and accommodation wil be hard to get so suggest you book early. I'm a big fan of Boracay --- the beach is amazing and have only seen very few even come close to it in terms of quality of the water and the white sand.

does anyone know much about the Regency hotel?

Two friends stayed there on separate occasions quite recently - one absolutely hated it (for the price she paid for the suite she expected more) and one was OK but not raving about it. I would not recommend Discovery Shores based on those.
