We are looking for advice on removing wasps nests without killing them with chemical sprays. There are nests now on our balcony in a plant and on our rooftop under a window awnings.

Buy a protective suit and smoke them out. Or you could dress up in a bee/wasp costume and hope they don't recognize you.

I agree about the non-lethal thing being a non starter. If you don't kill them they won't leave.

Contact a buddhist monastry and ask them how they deal with wasp nests without killing the wasps...
btw smoking them will not kill them, that's the traditionnal way to harvest honey in Europe... it just makes the bees groggy so they won't sting you while you remove the honey...
Then with fresh air, they wake up and go on producing milk...
Though before smoking them in HK, i'd ask advice from firemen to avoid setting a real fire ....
