Sham Shui Po Golden Arcade or Wan Chai Computer Centre. You can find good webcams there. These sit as a web server on your home network. You can log in from the web anywhere as long as you have set up your router correctly.
I don't have any particular shops to recommend since this is the kind of stuff I do myself.

I got a set from Sham Shui Po about 6 months ago but still haven't installed it. The cost was about $4,800. For this, I got:
1. a harddrive recorder that records 24 hours a days and stores almost a week (6 days plus a bit more) worth of data before it over rights (continuous loop).
2. 6 cameras with night vision and also camera cases for outdoor use
3. cables and transformers for the cameras.
The harddrive is 6 channel but you can use any number of cameras (max up to 6). The harddrive was the most expensive costing about $2K and cameras just a few hundred depending on what you want. For installation I asked an electrician and he told me $4K but it should cost less if you have fewer cameras.
Suggest if you're not going to install a cctv surveillance system because of the cost, you could install a dummy camera in the likely spots of trouble to act as a deterant (spelling?)

If I may suggest something that might work and could be also cheaper.
Quite a lot of web cams come with software that allows recording based on movement sensor and that is around 100-200 hkd plus maybe upgrading your memory or whatever it's called on the pc to more GB could be enough for those days you'll be away.
You can also sign up to skype and set up your system so when you get a call the cam automatically switches "on". Then just call yourself to check things out ;)
Another way would be to install that web cam on movement sensor inside your house and install a "fake" only red light 'on' cam outside.
I hope that would be helpfull and that you won't need it anymore.

You would get a dedicated storage unit for this, not your PC. I would go to the WCCC or Golden Arcade and ask around. There are some very savvy ppl there.

Basically I would go to the place that axptguy38 suggested, because he is a computer geek ;)
You would have to leave your pc 'on' at any time just like any other equipment, needs electricity to operate.
Maybe if I may suggest something else. You said that this guy is looking for ways to annoy you and other stuff I won't go into. If you set a camera, what makes you think he won't cover it or something else just like he did to your peep hole?
Just make sure you lock the door and let him play his stupid games. I feel you feed his satisfaction with your reactions.

Too expensive to buy new system. There is a shop in TaiKokTsui which sells quite a lot equipments including CCTV system, camera which they collect from various department of HK government. I got a few dome shape camera, a sony CCTV monitor, a DVR with 80GB hardisk which can hook up the internet for remote monitoring for total HK$200! they work

Thanks to WT, I called "hocfu" (it means 'good handymen' in Chinese) and had a CCTV system installed in my place within a week. The service and repsonse were quick and professional... quality was so good that I ended up engaging them to fix a new lighting system in my entrance. I would higly recommend "hocfu" to anyone who wants quality renovation or decoration work done in their homes.
