Hotmail can be moody sometimes with opening up after you sign in but I think that is an ISP problem as well, though they have had problems recently when users globally couldn't sign in for a few hours, some technical issue then but I doubt it is the same issue now, nobody else seems to be reporting problems, my account is fine. The only time I have encountered problems with youtube is when governments of particular countries in South Asia try to block it and mess it up for other countries as well.
ISP's can be moody, If you really have been having problems all day call them in the hope you get some kind of technical support (wishful thinking if you are with my ISP). Other than that all you can do is wait until it resolves itself, thats what I had to do when I had problems with hotmail. If there is a problem with the ISP they will eventually sort it out.
