You'd be very unlucky to get rain all day, more likely an afternoon downpour for a couple of hours, during which time you could be shopping or in a museum. If short means a long weekend, then I'd spend the time in a city (BKK or SIN) and it wouldn't necessarily matter if it rained a lot as you'd inevitably spend a fair bit of time undercover. Trouble with most beach/resort breaks is you waste so much time getting there. A show stopper for me with a short break.
