AFAIK most employers have a cut off time. For example they may state "if Signal 8 is lowered before noon, you should go to work; if it is lowered after noon you should stay home."

Quite cool to walk around IFC Mall around noon and see people pouring in from the MTR, Minibus and Bus stations. Most of the stores seemed to open between 1 and 2. Bus service to the South Side is resuming in the afternoon. Minibuses were up and running before noon.
