New landlord took over lease and wasted no time to raise rent. It is also night and day between this person and the very nice landlord we had.
The problem is he has agreed to some improvement work. It has now been 4 month and there are still outstanding items because he has been dragging his heels despite repeated requests.
A few appliances brought down and everytime he we report the matter to him and request for repair, e felt we are being difficult and demanding
One minor repair has been outstanding for 3 weeks. He promised to send repair man but the guy called to postpone the appointment for 4 times now. It is a real nuisance as I had to stay home for the repair man to come, only to be told on the day that he couldn't make it.
The landlord then asked us to handle it but we declined without running the risk of him laying blame on us in case there' are complications.
This past week, he doesn't even respond to emails. (We tried to communicate by email at all possible so that we have everything documented).
We do not wish to add any more problems to the already strained relationship. Where do we stand in terms of getting him to honour the contractual obligations to effect repairs within a reasonable amount of time?

Sounds like he wants you to move. Ask him if that's what he wants. That may clarify things a little bit. If he doesn't want you to move, then he may clean up his act. If he does want you to move, do you really want to keep putting up with this behaviour?
That said, what are the termination provisions in the tenancy contract?

Easy solution - MOVE - there are plenty of GOOD landlords in HK too.
