Hmm, depends on what you are looking for, but 'reasonable rates' don't tend to come with good English teachers in HK (supply and demand). Why don't you just get a helper who speaks English? Most Filipinas (and of course lots of other nationalities) speak perfectly good English for helping a 3-year old.

Maybe salseros already has a helper. But I can confirm that a helper with good English is a great way to go. My 2 years old learned English (to her level) in about 6 weeks from nothing by talking to the helper.
