Over the last two days the office next to mine has been constantly banging away with jackhammers creating so much noise we’re unable to work.
The EPD are totally useless! This is so frustrating as I can do nothing to shut them up and it's costing me a fortune in lost man hours.
What is the point in having a government department that is so totally inept and powerless?
What hope have we got for them clearing up air pollution when they can’t even protect us from excessive noise!

I often tell people that the signature noise for HK is the jackhammer, and as you say, there is a lot of jackhammering at inopportune times. However when would you propose they do the jackhammering? At night? Not saying that you're not in a bad situation, but it's not like you're being woken up at 4 in the morning.
In NYC the signature noise is the siren. If you can't sleep through sirens, you're toast.

Yes, I would suggest they use the jackhammer at night and during the weekends. It's an office building and people are only disturbed during the week day.
If the half witted construction crews used something other than cement (apparently the only building adhesive in HK) then they wouldn't need jack hammers all the time.

There are lots of them. The problem is they aren't as cheap as cement so the dim witted contractors don't use them. They will charge silly amounts of money renovate a small apartment and then use the cheapest materials they can find.

That would indeed be a good solution. I can certainly understand your frustration.

There is that. However wood framing and drywall is probably way more expensive here. Not that I'm an expert but I think it is a function of labor costs. If labor costs are high, wood/metal framing and drywall are cheaper since (I believe) it is a faster method. If labor costs are low, you don't care as much about speed and cost of material becomes more significant.

I was driven out of my apartment for a whole year due to jackhammers above and below and depsite requests to do the noisy stuff in the morning when my child was at school, you just get told they can do it between 8 am and 7pm. To be honest- try and find alternative arrangements- you will get nowhere with EPD, HK people don't care about people being disturbed by noise..its all about money...even if its prevents you from making any- they won't see it that way. I gave up and worked elsewhere and spent as much time away as poss from the noise- believe me its a lost battle and it'll just make you angry and sick,

Sound wil travel many floors in concrete, even a hand-held drill will cause noise that disturbs. I guess that you are in an old office building with no raised floor and the contractor is chasing out for conduit and/or removing old floor tiles. Most tenants only rent for a short while, typically 3 years or maybe six at most, and so when new tenants move in they instruct their contractor to use the cheapest materials and do the work as quick as possible (of course night working costs them more money).
In well run buildings the management inform contractors about noisy works having to be done out-of-hours and they will enforce noise controls but unfortunately most old buildings are not always managed that well. I bet that IFC 2 tenants don't have the noise problems you do!
