My wife has just got her permanent residency and we are planning on applying for a dependency visa for me. I am currently here in HK on a tourist visa and have been for a while now. According to the form you are to apply from your home country, is this an issue as I'm here, what would be best to put on the form. Any advice on how to go about applying for a dependancy gratefully appreciated.

Wayne, you will not have any problems. Just go down to the Immigration Department and fill the forms out. They are very straightforward.
