Is he a visitor, or will he be staying in HK?

As a visitor a UK license is recognised, if he is staying more than 12 months in HK he will need to get a HK license. Easily done in one week with the Transport Dept.

If he has an ID card then he now has to get a HK licence, but if you have a UK licence then there is no test, just go to the transport department, very easy.
