I've mastered the above at home, but what is the sauce it normally comes with when you get it in the restaurants here?

It seems to be (at least) ginger, garlic, spring onion in an oil - any ideas on how to make it and what's the oil??

I have another question - any idea what the liquid is they pour on top just before they give it to you - I've been using sweet soy watered down, but I am sure this is sacrilege!
