The amount of times I see kids and babies bouncing around on grandma's/helpers/ mums lap in the front seat while dad drives is unbelievable. It's almost every time I go out in the car. I suggested to a driver that he should use a car seat and he said he has one in the back yet his baby was gurgling away in the front. Hate to say but it seems to be only local drivers who practice this. OK that's my Thursday morning rant over with.

It happens because baby car seats are not compulsory by law in HK. There are suggestions on how infants "should" be restrained on the Transport Department website, but it doesn't seem to be an offense if you don't... and clearly its not enforced by law.

Worf, although i agree with you that car seats are necessary, i don't agree that its any of your business telling other drivers what they should or should not do... just because you feel strongly about it. I think you're lucky that the "local" was quite educated and polite.. and didnt tell you to flock off.

worf - I see it all the time. I saw a young child around the age of two on it's parent's lap in the front seat of a vehicle recently and I sooo wanted to ask them what it was that made them so stupid and at the same time have so little regard for the life of their own child. These people are either just plain stupid or giving them the benefit of the doubt uneducated. The government should make it law if this is the case.

Even if the government did make it a law, it wouldn't be enforced.
My suggestion would be to replace the large Mission Hills advertisement over top of the western tunnel with various large photos of a babies being thrown through windshields :)

It is law that all passwngersmust be restrained but the problem is enforcement. A traffic cop stops someone for their kid not being restrained and he get a mouthful about why he is not stopping burglaries, robberies and mruderers. In fact more people are killed every year in traffic accidents than murdered, more people are maimed and seriously injured in tarffic accidents than wounding cases, the cost to repair and compensate damaged cars and personal injuries is more than total street level crime, but there are 6 times more crime fighters involved in non sophisiticated crime investigation than traffic officers on the street. Your chances of being injured in traffic accident in HK is greater than being mugged. Is that a sad fact for a Govt that waht to protect LIFE and Property?
There was a letter to Ed in SCMP today wher ethe autheor expoused the 3E's princilpe Education, Engineering and Enforcement. Today cars are the best Engineered they have ever been, Enforcement is pityful as described above. Education is the cheapest and most effective way to improve road safety but no one listens, every driver has the attitude it won't happen to me or if I use a baby seat the baby will cry????
