The cheapest way we have found to call friends living in Dubai / Sri Lanka / south africa is calling cards. You buy a "preapaid" calling card, scratch off the panel to reveal a password and use this via a local #. Typically a card will cost you $30-50 depending on the region you want to call and will last around 40minutes. Most of the little Telephone booths in Wan Chai sell them .. they are also scattered throughout Hong Kong as this is also the way most FDH call home as well. The cheapest and widest range of cards available are on the ground floor of Chung King Mansions. All the shops can tell you which calling card is best for which region - I think we use IDT for South Africa.

Why not use the internet?
I use a VOIP provider on my computer to make all my international calls.
The quality is very decent and the prices are pretty attractive.
There are many available (Skype, Globe7, Yahoo messenger, etc...). They all provide slightly different rates to all different country, so it's best to choose the one that provides better rates to the countries you're calling most often.
Rates to South Africa with the provider I use, for instance, range from 4.5 cents of a US dollar /min (landline) to about 15 cents for a mobile, and to Zimbabwe for between 6.5 cents to 24.
Hope it helps,
Cheers.
