I think Hong Kong and Singapore are both great places to start a business. Assuming you can get the necessary Visa and have a sound idea, you can get a serviced office, hire service companies to take care of registration, etc. and can be in business quite quickly.
I assume you are wanting to lend so some international market, neither HK nor Singapore are that large or booming right now. You can even start an office in both countries pretty easily. Don't know about Macau.
