How to Report an Illegal Structure

Does anyone know how / where to report an illegal structure that has been built without planning permission?


I've looked on the Lands Dept website but can't see anything there.

Are you a landlord who has a tenant that has built an illegal structure on your property or an owner who wants to complain about another owners illegal structure in your own building?


I believe that it is the Building Authority that deals with illegal structures (where it is a breach of the covenants in the Government lease) but you could also try complaining to your management office and/or owners' incorporation.

Here's a reply I got from the Buildings Dept:

I would like to advise you that the main duty of Buildings Department

(BD) is to set and enforce safety, health and environmental standards

for private buildings under the Buildings Ordinance. You may also

visit our website http://www.bd.gov.hk for the services provided by

this department.


Please also be advised that priority has also been given to the

removal of unauthorised building works (UBW) and actions will be

taken against UBW according to our prevailing enforcement policy. BD

is now offering a "One-stop" service to public in that building

safety matters for all buildings within a district will be

co-ordinated by a designated officer to give private building owners

a better support. Should you have any problems related to building

safety matters including the suspected UBW at your living place, you

may provide us more details such as the building address, details of

the case and etc. so that I can refer the case to the respective case

officer for necessary follow-up actions.


You may wish to note that hotline of BD is handled by '1823 Citizen's

Easy Link' of the Government. In view 1823 Citizen's Easy Link'

operates round the clock, if you have any complaint regarding BD,

please feel free to contact us by telephone no. 1823.
