Illegal structure complaint.

Can anyone point me to the relevant government department where I can make a complaint about an illegal rooftop structure. I live in a village and a neighbor has built a conservatory on their roof blocking my view. I have checked a few of the web pages for different government departments but have been unable to find any reference to this type of complaint.

I know that what they have done is illegal because in another area of the village a similar thing happened last year and the owner was required to remove the structure which was almost identical to the one that now faces me.
