For hardwood, it's not that much of a challenge. Get a light one with good accessories. The cyclonic kind without bags are more expensive up front but very convenient and never lose suction like bag ones.
We have a small Rowenta we got from Fortress that is great.

That's the one we have. It is great and much nicer than our bag ones in the US and Europe. For us, it was worth the extra money.
I understand your thinking but we are actually seeing less dust with the bagless one. On the bagged models, when we threw the bag away there would always be some dust and whatnot, especially if we'd left it too long. There was always a little leakage and dust in the innards of the machine. With the Rowenta all the crap is in the container. You remove the container and empty the stuff out very neatly (preferably after each use). Then you can rinse out the container with water and leave it to dry. Takes care of any dust very well.

miele is made in china and most other vacuum are made in asia. not sure about rowenta too
